Mexicali Bake Casserole

Ingredients

1 ¼ lb ground beef

½ cup chopped fresh onions

3 cups canned diced tomatoes (do not drain)

1 cup chopped fresh green peppers

1 tsp salt

3 Tbsp chili powder

3.4 tsp ground cumin

¾ tsp garlic powder

¾ tsp ground red pepper

1 Tbsp sugar

1 ½ tsp beef base

⅓ cup flour or cornstarch

⅓ cup water

5 cups hash browned potatoes

½ cup butter

1 ½ tsp garlic powder

1 cup cheddar cheese, grated

Directions

Brown ground beef and drain off fat. Add onions, tomatoes, green peppers, salt, chili powder, cumin, garlic powder, red pepper and sugar. Simmer and stir for a few minutes.Make a paste of the beef base, flour and water. Add paste to meat mixture. Stir and cook for a few minutes. Spread mixture into a large baking pan or casserole. Sprinkle has brown potatoes over meat mixture. Melt butter and stir in garlic powder. Pour melted butter over potatoes. Bake uncovered at 350F until potatoes are lightly browned. Remove from oven. Sprinkle with cheese.
